The Council of Ministers convened today, Thursday, January 23, 2025, under the chairmanship of His Excellency Mr. Mohamed Ould Cheikh El Ghazouani, President of the Republic.
The Council reviewed and approved the following two draft laws:
– Draft law approving contract program No. 09 between the Mauritanian State and the Road Maintenance Works Institution for the maintenance of the national road network for the period 2025-2027
This draft law aims to approve the contract program for maintaining the national road network, fully funded by the state, with a total amount of 1.8 billion MRU over three years. Under this program, the Road Maintenance Works Institution will carry out the following tasks:
- Sand removal from roads.
- Regular and periodic maintenance.
- Emergency interventions.
- Establishment of operational bases within the country to facilitate activity distribution.
The contract also includes several improvements, such as experimenting with new techniques to combat sand encroachment, optimizing resource utilization by modifying payment methods for concrete works, and increasing the budget allocated for periodic maintenance.
– Draft law approving contract program No. 05 between the Mauritanian State and the Road Maintenance Works Institution for the maintenance of the urban road network for the period 2025-2027
This draft law seeks to establish the necessary legal framework to sustain road infrastructure policies, ensuring the continuity of urban road maintenance operations entrusted to the Road Maintenance Works Institution, in compliance with technical standards and strict adherence to deadlines. Under this program, the institution is required to ensure the following on a continuous basis:
- Cleaning streets and sidewalks.
- Sand removal from roads.
- Emergency, periodic, and regular maintenance.
The cost of this program is estimated at 600 million MRU, financed through the state budget.
The Council also reviewed and approved the following decrees:
- Decree appointing the president and members of the Board of Directors of the National Pedagogical Institute.
- Decree appointing members of the Board of Directors of the Higher School of Education.
- Decree repealing and replacing Decree No. 2023-049 dated February 17, 2023, concerning mining fees and royalties.
This decree aims to address structural challenges in the mining sector, particularly speculation, lack of transparency, and governance difficulties. By implementing appropriate measures aligned with the new government structure, this decree will serve as an effective regulatory tool ensuring inclusive and responsible development of the mining sector.
- Decree appointing the president and members of the Board of Directors of the National School of Agricultural Training and Extension.
- Decree appointing the president and members of the Board of Directors of the National Office for Research and Development of Livestock and Pastoral Systems.
- Decree appointing the president and members of the Board of Directors of Family Channel Company.
The Prime Minister presented a statement on the government’s performance during 2024 and outlined the main aspects of the 2025 action plan.
This statement includes the annual report submitted by the Prime Minister to the National Assembly in accordance with Article 73 of the Constitution. It is based on the five pillars of the electoral program “Ambition for the Nation” of His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El Ghazouani:
- Building a state of law with strong institutions and modern, efficient governance.
- Creating a high-performing, resilient, and environmentally sustainable economy.
- Developing a well-trained and qualified human capital, especially among youth.
- Ensuring strong national unity and comprehensive social integration.
- Guaranteeing the country’s security and stability while enhancing its presence and role at the regional and international levels.
The Minister of Foreign Affairs, African Cooperation, and Mauritanians Abroad presented a statement on the international situation.
The Delegate Minister to the Minister of Interior, responsible for Decentralization and Local Development, presented a statement on the domestic situation.
